This study developed and validated a cybersecurity training syllabus tailored for Venture Capital (VC) firms by utilizing the CIS Critical Security Controls v8.1, Implementation Group 1 (IG1), and an Outcome-Based Education (OBE) approach, grounded in a Training Needs Assessment (TNA) framework adapted for cybersecurity contexts. VC firms often operate with lean teams, shared duties, and limited technical capacity, making generic cybersecurity training unsuitable for their operational realities. To address this gap, the research identified key cybersecurity risks, prioritized relevant CIS controls, mapped controls to VC job roles, and structured the content into a role-based, competencyoriented training syllabus.
A mixed-method research design was employed. The qualitative phase included interviews with IT personnel and senior management to identify cybersecurity risks commonly faced by VC firms. The quantitative phase involved distributing a structured survey to VC employees to evaluate the relevance, clarity, and applicability of the syllabus. Expert validation using the Content Validity Ratio (CVR) confirmed the accuracy and suitability of the training components. Subsequently, employees assessed the syllabus through a Cronbach’s Alpha survey to determine its relevance and clarity for real VC environments.

The findings indicated that the most critical risks for VC firms relate to low security awareness, phishing threats, and compliance-related vulnerabilities. Three CIS IG1 controls (Security Awareness Training, Malware Defenses, and Incident Response Management) emerged as top priorities. The final syllabus integrates these controls into role-specific learning outcomes and assessment strategies aligned with OBE principles. CVR and Cronbach’s Alpha results demonstrated strong expert agreement and employee acceptance, indicating that the syllabus is relevant, understandable, and appropriate for implementation in VC firms.

This study contributes a validated, role-based cybersecurity training model that aligns CIS controls with VC operational needs and enhances organizational readiness for cybersecurity risk mitigation.
