The rapid advancement of digital technology has significantly transformed the telecommunications sector, especially in cost management and administrative tasks, which are still largely handled manually. As a newcomer in the Information and Communication Technology (ICT) industry, Triple-E encounters difficulties in managing Berita Acara Penyelesaian Pekerjaan (BAPP). To improve operational efficiency, the SmartBAPP application was created to streamline data processing, send real-time notifications, and support data-driven decision-making. This research examines the application's design and implementation based on existing business workflows and evaluates system performance using the blackbox testing method. The evaluation focused on essential features, including user authentication, BAPP management, document verification, approval workflows, and automated notifications. The results demonstrate that all functions operate correctly, with no errors found in data validation or workflow execution. Additionally, this study includes a cost assessment by identifying capital expenditures (CAPEX) and yearly operational costs (OPEX), such as system development, server infrastructure, maintenance, and user training. The findings reveal that SmartBAPP enhances BAPP processing efficiency, cutting completion time by 63.78% compared to manual procedures and reducing operational expenses by 84.7% over three years.
