Today, internet traffic is increasing in line with the rising needs of internet users, the entry of the industrial 4.0 era, and technology development. The increasing demand for internet user data is due to the growing use of the internet network for data exchange, personal and business, and organizational needs. In addition, the entry of the industrial era 4.0 has triggered a digital business transformation supported by various technologies by utilizing internet networks such as the Internet of Things, Big Data, Cloud Computing, and Artificial Intelligence. These two factors encourage the development of technological capabilities to meet the needs of data exchange. One of the recommended access network technologies is a technology that utilizes optical networks such as XGS-PON. XGS-PON technology can pass data symmetrically at 10 Gbps downstream and upstream. This technology is expected to be a solution for network operators to provide quality services to customers. However, the implementation of XGS-PON technology has not been matched by effective and efficient regulation and standardization. The regulation and standardization of technical requirements for PON devices owned by Indonesia only regulate the technical specifications for GPON and EPON devices. Therefore, research is needed to develop regulations and standardize the technical requirements of the equipment for XGS-PON technology. This research uses quantitative methods to test technical parameters and qualitative methodologies to develop regulatory recommendations and standardization. The technical parameter testing process is carried out by testing XGS-PON, OLT, and ONT devices, to determine the capabilities of the PON port interface, data link layer functionality, and triple-play service performance. The test results are analyzed and evaluated against the equipment's standards, policies, and capabilities to produce recommendations for developing regulations on technical requirements for XGS-PON devices. The regulatory development process is carried out by analyzing regulatory options using several methods such as Cost-Benefit Analysis, Plus Minus Implication. The final process of regulatory development is the recommendation of the XGS-PON technical requirements regulation. The results of this study can be a recommendation for regulators and operators in evaluating the performance of the XGS-PON device being implemented. The renewal of regulations on technical requirements for XGS-PON access devices is expected to become rules that can meet the needs and interests of service and application. The regulation has to protect and give fairness to stakeholders and guarantee the quality of every device that will be traded and implemented in the Republic of Indonesia territory
