ABSTRAKSI: Pengiriman pesan melalui Short Message Service merupakan cara pengiriman pesan yang paling populer saat ini. Berbagai macam inovasi dan modifikasi dilakukan pada fasilitas SMS ini agar pengiriman pesan menjadi lebih mudah dan cepat. Pada tugas akhir ini, dibuat suatu aplikasi perangkat lunak SMS-to-Speech dimana pesan teks SMS yang diterima handset diubah menjadi sinyal suara, sehingga pengguna tidak lagi perlu membaca pesan yang diterima.
Aplikasi kemudian dikembangkan dengan memperhatikan karakteristik yang ada pada komunikasi SMS. Ucapan disintesis menggunakan metode phone concatenation. Metode ini dipilih karena kemudahannya dalam mensintesis sinyal ucapan berkualitas tinggi dan dengan ukuran database yang relatif kecil.
Aplikasi yang dibuat dapat menghasilkan ucapan yang cukup jelas dan lancar walaupun terasa kurang alami karena sistem meniadakan unsur intonasi. Sistem yang dibuat juga dapat menangani berbagai kombinasi teks, seperti singkatan, angka dan tanda baca.

New innovations and modifications in SMS are discovered to improve the way people extract the information in the message, so doing SMS’s will be easier and faster.In this final project, the author developed an SMS-to-Speech software. This software convert an SMS message which the handset received into a speech, so the user don’t have to read the message in the usual way, they will gain the information just by hearing the speech.
The application than developed according to the characteristics of SMS communication. Speech than synthesized using phone concatenation method. This method was choosed due to it’s simplicity to syntesize a good quality speech with small size of database.
The application can synthesize an intelligible and fluid speech though it has less naturalness due to it’s inability to give a proper intonation. The application also can take many combination of texts such as abbreviations, numbers and reading symbols.
