ABSTRAKSI: Pada era perkembangan teknologi dan informasi seperti sekarang ini, VoIP (Voice over Internet Protokol) merupakan suatu teknologi akses informasi yang layak untuk dimiliki setiap instansi tidak terkecuali kantor Kepolisian Daerah (POLDA) Jawa Barat.
Voice over Internet Protocol (VoIP) adalah teknologi yang mampu melewatkan trafik suara yang berbentuk paket melalui jaringan IP. Dalam komunikasi VoIP, pemakai melakukan hubungan telepon melalui terminal yang berupa PC atau telepon.
Ada tiga Protokol VoIP yang biasa digunakan secara umum yaitu H.323, Session Initiation Protocol (SIP) dan IAX. Protokol yang digunakan pada aplikasi VoIP di Kantor POLDA tersebut adalah protokol SIP.
Protokol Session Initiation Protocol (SIP) yang merupakan teknologi baru yang dikembangkan oleh Internet Engineering Task Force (IETF). Protokol ini dapat diandalkan untuk digunakan di jaringan internet. Selain karena kemampuannya menembus firewall/proxy yang banyak digunakan di kantorkantor, SIP ini juga memiliki kelebihan lain diantaranya banyaknya software pendukung SIP yang dapat di-download gratis di internet. Selain itu banyak hardware SIP yang harganya relatif murah dan tersedia di pasaran.
Parameter hasil yang diperoleh berupa delay sebesar 19.99692, jitter sebesar 3.275729, packet loss sebesar 0 dan hasil MOS yang didapat sebesar 4.25. Dari hasil ini dapat dikatakan bahwa aplikasi VoIP berbasis SIP pada kantor POLDA-Jabar mempunyai performansi yang baik dan layak digunakan.

VoIP is a technology that can pass packages of voices via internet protocol. Using VoIP, users communicate through terminals such as pc or phone.
There are three VoIP protocols are commonly used ; H.323, SIP and IAX. Protocol used on VoIP application by the local police office of West Java is SIP. Session Internet Protocol (SIP) is a new technology which is developed by the Internet Engineering Task Force (IETF). This protocol can be trusted, because it can pass the proxy/firewall of many instances. Besides, the SIP has other advantages; there is many software that supports SIP, and it can be downloaded via internet for free. Also many hardwares are available on the market for a lower price.
The parameter result received are delay = 19.99692, jitter = 3,275729, packet loss = 0 and MOS = 4.25. From this result it can be assumed that the VoIP application based on SIP on local police office of West Java has a good performance and is eligible to be used.
