ABSTRAKSI: Indonesia merupakan negara demokratis, yang memberikan hak kepada seluruh warga negara Indonesia untuk ikut dalam pemilihan umum (Pemilu). Saat ini, seluruh kader pemerintahan dari Presiden, Wakil Presiden, Gubernur, sampai Kepala Daerah pun dipilih langsung oleh masyarakat. Karena pentingnya PEMILU untuk pemerintahan Indonesia, maka pemerintah pun menyiapkannya dengan sangat matang. Biaya yang dikeluarkan pun bisa sangat besar untuk salah satu pesta demokrasi ini. Selain masalah biaya, masalah penghitungan suara yang sangat lama, membuat masyarakat menunggu hasil yang tidak pasti. Dan juga, untuk menjaga kelestarian lingkungan dengan tidak menggunakan banyak kertas serta dapat digunakan berulang kali alat ini.
Berdasarkan faktor tersebut, dibuatlah Pemungutan Suara Elektronik (e- Voting) menggunakan komunikasi wireless. Dalam pengerjaan alat ini, digunakan Graphic LCD sebagai pengganti surat suara dalam proses pemungutan suara berbasis elektronik. Kemudian, Graphic LCD dihubungkan dengan mikrokontroller yang telah terhubungkan dengan Zig-100 sebagai komunikasi wireless sehingga data masukkan dari LCD dapat dikirim dan diterima oleh receiver Zig-100 yang terhubung langsung oleh Personal Computer. Jika proses pemilihan telah selesai dilakukan, komputer akan menampilkan report dari hasil penghitungan pemilihan suara tersebut. Penampilan hasil penghitungan tersebuttabulasi- dengan menggunakan grafik pada Visual Basic.
Dalam pembuatan alat ini, dihasilkan alat e-voting sebagai salah satu metode dalam melakukan pemilihan umum. Selain untuk penghematan biaya, alat ini dapat memudahkan dan mempercepat dalam penghitungan suara. Diharapkan alat ini dapat memudahkan dalam pemungutan suara dan pemilihan umum berikutnya.Kata Kunci : e-Voting, komunikasi wireless, Graphic LCDABSTRACT: Indonesia as a democratic country, gives the rights to all citizens in participating general elections (Pemilu). Nowadays, all of candidate for the government, such as president, vice president, governor, and till the local government is elected by the citizens. Because of the importance of general election Indonesia, so the government must prepare it perfectly. The cost to be spent when general election is really big. Beside the cost problem, another problem is the process of vote counting need a long time; it makes the citizens have to wait the uncertain result. Moreover, it is for taking care our environment with using paperless and reusable technology.
Based on that fact, it has been made electronic voting (e-Voting) using wireless technology. In processing of this instrument, it is used LCD Serial Graphic as replacement of vote card, then the process of vote collection is based on electronic. Then, LCD Serial Graphic is connected to the microcontroller which has been connected to the Zig-100 as wireless communicator so the input data from LCD can be sent and received by receiver Zig-100 which is connected by Personal Computer. When the election process is done, the personal computer will show the report from the result of vote counting. The display of the report will be shown as graph with using Crystal Report.
In the designing of this instrument, it is expected to produce a new device (evoting) as one of method when general election is held. Besides cost-saving, this device can easier and make faster in voice extrapolation.
