ABSTRAKSI: Perhitungan Suara Cepat (quick count) merupakan salah satu metode yang berguna untuk memantau proses pemungutan suara. Quick count merupakan sebuah proses pengumpulan informasi oleh ratusan bahkan ribuan relawan melalui pemantauan langsung saat pemungutan dan perhitungan suara di seluruh tempat pemungutan suara (TPS) yang ada. Pemantau mencatat informasi, termasuk hasil perhitungan suara yang ada, dan melaporkan hasil tersebut ke pusat pengumpulan data (Server) melalui SMS.Quick count tidaklah sama dengan penelitian opini publik maupun exit polling. Quick count bukan opini dan tidak menanyakan pada pemilih siapa dan bagaimana mereka memilih, melainkan berdasarkan fakta karena data diambil langsung TPS sehingga datanya pun lebih dapat dipertanggungjawabkan. Metode pengumpulan data secara komprehensif (data dari semua TPS) dengan menggunakan relawan-relawan dari kandidat masing-masing.
Dalam proyek akhir ini akan dirancang sebuah software aplikasi quick count yang memiliki kualitas menarik dengan menggunakan bahasa pemrograman java (Netbeans IDE 7.3) yang datanya akan dikirim melalui SMS server dari tiap TPS. Sehingga perhitungan suara akan menjadi cepat dan tepat. Aplikasi yang dibuat dapat menampilkan hasil perolehan suara secara cepat dan tepat sehingga dapat diketahui secara realtime. Aplikasi quick count hanya dapat digunakan untuk komputer yang telah memiliki aplikasi tersebut di dalamnya untuk sisi server dan melalui media online (website) untuk sisi client atau masyarakat umum. Format sms telah ditetapkan sebelumnya sehingga dapat dikonversikan dengan mudah. Selain itu, nomer yang digunakan di TPS harus sudah dikenali atau sudah tersimpan di database server.
Setelah proyek akhir ini dibuat, aplikasi quick count dapat mengolah data hasil pemilihan umum secara realtime dengan nilai keakuratan yang cukup tinggi. Hasil dari pengolahan data tersebut akan ditampilkan dalam bentuk diagram dan presentase sehingga memudahkan untuk dipahami oleh semua lapisan masyarakat. Selain itu, terdapat juga rekapitulasi data dari semua TPS yang menunjukkan hasil dari pemilihan umum.Data rekapitulasi ini khusus dibuat untuk keperluan dari KPU untuk mendapatkan data-data dari pemilihan umum yang sedang berlangsung.

In this final project will be designed a software application that has a quick count quality by using java programming language (NetBeans IDE 7.3) that data will be sent via SMS server of each polling station. So that the counting of votes will be and accurately so that it can be seen in realtime. Quick count application can only be used for computers that already have the application in it for the server side and fast and precise. Applications are made to display the voting results quickly through online media (website) for the client side or the general public. SMS predetermined format so that it can be converted easily. In addition, the number used in the polling stations must be recognized or has been stored on the database server.
After this final project is created, the application can process the data quick count elections results in real time with high accuracy values. The results of processing the data is displayed in the form of diagrams and percentage making it easier to be understood by all levels of society. In addition, there is also a summary of data from all polling stations show the results of the general election. This summary data is specially made for the purposes of the commision to obtain data from the ongoing elections.
