Abstraksi

Digital transformation in the public sector demands a secure, reliable, and effi cient network infrastructure to support connectivity across geographically dispersed locations. Virtual Private Network (VPN) has emerged as a strategic solution for developing private networks, enabling encrypted communication over Wide Area Networks (WAN). However, challenges such as latency, jitter, packet loss, and in efficient bandwidth utilization remain key obstacles in ensuring consistent service quality. This study designs and simulates a VPN-based private network integrated with Quality of Service (QoS) management to enhance WAN performance. Technical evaluation was conducted by measuring delay, jitter, packet loss, and throughput across varying network scenarios. In addition to the technical aspects, an eco nomic feasibility analysis was carried out using Capital Expenditure (CAPEX), Op erational Expenditure (OPEX), Net Present Value (NPV), Internal Rate of Return (IRR), Profitability Index (PI), and Payback Period (PP). Regulatory compliance was also analyzed to ensure alignment with national legal frameworks, particularly regarding data security, information protection, and the potential contribution to Non-Tax State Revenue (PNBP). The results indicate that the integration of VPN and QoS significantly improves network performance in accordance with ITU-T standards. From an economic per spective, the project is highly feasible with an NPV of IDR 932,165,516, an IRR of 43.87%, a PI of 1.52, and a Payback Period of 2.39 years, indicating a relatively quick return on investment. From a regulatory standpoint, the system complies with Indonesian legal requirements and has the potential to be formalized within government VPN licensing frameworks. Overall, this study offers a comprehensive strategy for developing secure, efficient, and regulation-compliant private networks in support of sustainable digital governance.<br /> Keywords: Private Network, VPN, WAN, Economic Feasibility, Regulatory Compliance.
